The Santa Margarita Water District issued a letter to residents, dated Tuesday, promising to create a new operating model which will provide better technology and information upon which future incidents can be prevented. The letter read, in part:
To avoid future incidents, a more comprehensive operating model is under development with emphasis on providing predictive data. This will enable preemptive operational procedures adaptive to weather, biological, water quality and other changed conditions affecting the reservoir. The more comprehensive model will be accompanied by additional operating facilities both for purposes of avoiding future incidents and providing back-up and flexible operational features.
